OK Ready?

Open your supplies in PSP. Open a new
canvas 650x650, you may resize/crop later.
Floodfill white. Add a new raster layer.
Selections, select all.
Resize a paper from the kit and paste into selection.
Select none. Apply the mask, and on your
layers pallette merge mask group.
Select none.
Resize & Add the sparkle frame 1 as a new layer.
Resize and add the note paper as a new layer.
Duplicate it and move one towards the top of your
canvas, and one below that at the bottom.
Dropshadow all as you go.
Resize & Add the frame1 as a new layer.
Grab your selection tool set to rectangle.
Carefully trace around the opening of the clear frame.
resize and add a paper of choice as a new layer.
Selections> invert> delete.
Drag paper layer under frame.
Now the fun part asalways! :)
Resize and add some leaves and
flowers of choice all as new layers.
Place them to your liking all around
the sides and bottom of the frame.
Resize and add as new layers any elements of choice.
I added the hearts, butterflies and a bow.
Place all to your liking and rotate if
needed using your deformation tool.
Get creative! There is plenty to work with.
Next simply add your tube as a new layer.
Place her where you want it to go and drag it below the frame layer.
Duplicate the tube and bring the copy to the top.
Erase any bits if needed and dropshadow bottom tube layer.
Add your Artist © and your Name and
WooT!! You Are Done!

X out the bottom white layer
before saving to have a transparent bkg for forums..
Save as PNG.
