This will be quick & easy.

Open your supplies in PSP. Open a new
canvas 600x600, you may resize/crop later.
Floodfill white. Add a new raster layer.
Selections, select all.
Resize a paper from the kit and paste into selection.
Select none. Apply a mask, and on your
layers pallette merge mask group.
Resize and add the music notes paper as
a new layer. Rotate it a little. Dropshadow.
Now resize and add the frame.
Next resize the mat from the kit and
add it as a new layer under the frame.
Dropshadow frame.
Now simply resize and add the elements.
All as new layers.
Place them to your liking.
Dropshadow as you go.
Add your tube of choice and dropshadow.
Cut off any bits hanging over.
