You must have a working knowledge of PSP.
I am using the beautiful artwork of Barbara Jensen.
You must purchase a license to use this art.

1 tube of choice & Font of choice.
I used PalisadePro Medium & Puppies Play.
Mask of choice.

Scroll down a little.
Ok..Let's do it!
Open your supplies in PSP. Open a new
canvas 700x700, you may resize/crop later.
Resize and add element 7.
Resize and add element 19.
Rotate a little to make it straight.
Dropshadow, then duplicate it.
Place one at the top and one at the bottom.
Now...Resize and add the frame 20.
Grab your selection tool set to rectangle.
Trace around the frame and resize a paper
from the kit and add it as a new layer.
Drag paper layer under frame.
Now the fun part!! Woot!
Dropshadow as you go.
Resize some leaves and flowers and any other
elements of choice and add them all as new layers
all around the sides and bottom of the frame.
Use your deformation tool to rotate if needed.
Arrange all to your liking.
Once you have everything in place..
Simply add your tube of choice under a few
of the flower layers. Place where she looks best.
Look Good? Woo-Hoo!
That's It! U R Done!

As always mine is just a guide. Now X out the
bottom layer and your mask layers. Merge visable
the remaining layers. Un X the hidden layers.
Position all layers nicely. Image Resize 87%
Bicubic resample all layers checked.
Hint: You can X out the bottom white layer
before saving to have a transparent bkg for forums..
Save as PNG.
Add your Artist © and your Name and
WooT!! You Are Done!
