Floodfill white. Add a new raster layer. Selections,

Always resize scraps using Smartsize!
Select none. Apply the mask, and on your
layers pallette merge mask group.
Next resize the blue ribbon frame and add as a new layer.
Click inside frame with your magic wand.
Selections>modify>expand 2
Paste another paper of choice as a new layer.
Selections>invert>delete.
Select none.
Drag paper layer under frame.
Dropshadow frame.
Now the fun part as always! :)
Get creative!
Resize and add some leaves,
& flowers, & the butterflies.
Use your deformation tool to rotate if needed.
Or duplicate>image>mirror.
Dropshadow all as you go.
Place all to your liking.
I added the leaves under the frame and paper layers.
Now simply add your tube of
choice just under the flower layers.
Erase any parts needed.
Dropshadow.
See mine above or make it your own!
As always mine is just a guide. Now X out the
bottom layer and your mask layers. Merge visable
the remaining layers. Un X the hidden layers.
Position all layers nicely. Image Resize 87%
Bicubic resample all layers checked.

Hint: You can X out the bottom white layer
before saving to have a transparent bkg for forums..
Save as PNG.
