I used A&S SnapperScript.

Awesome FTU Scrap Kit
It's Called Rainbow Wishes

Let's Do This!
Open your supplies in PSP. Open a new
canvas 700x700, you may resize/crop later.
Floodfill white. Add a new raster layer. Selections,
select all. Resize & Copy and paste a paper
from the kit into selection.
Select none. Apply the mask, and on your
layers pallette merge mask group.
Grab the glitter doodles from
the kit, and paste as a new layer.
I added 2 and image>mirrored one. Dropshadow.
Place one at the top and one at the bottom.
Next find the heart doodles. Add as a new layer.
Dropshadow. Duplicate Image>mirror.
Put one on the left and one on the right as above.
Next, finf the round frame, paste asa new layer.
Click inside using your magic wand.
Paste a paper of choice as a new layer.
Now simply add some flowers, bows, buttons etc.
all around your frame. Dropshadow as you go.
Have fun with it!
Next Click inside your
frame and add your tube of choice. Dropshadow.
Place it where it looks best. Duplicate the tube
and bring the copy to the top layer. Erase any parts
you wish. at the bottom of both layers.
See mine above or make it your own!
As always mine is just a guide. Now X out the
bottom layer and your mask layers. Merge visable
the remaining layers. Un X the hidden layers.
Position all layers nicely. Image Resize 80-90%
Bicubic resample all layers checked.
Hint: You can X out the bottom white layer
before saving to have a transparent bkg for forums..
Add your Artist © and your Name and
WooT!! You Are Done!
