OK, Ready?

Open your supplies in PSP. Open a new
canvas 700x700, you may resize/crop later.
Floodfill white. Add a new raster layer. Selections,
select all. Resize & Copy and paste a paper
from the kit into selection. Select none. Apply
a mask, and on your layers pallette merge mask
group. I colorized this mask layer to Hue0 & Saturation0.
Copy and paste a bling doodle as a new layer,
dropshadow. Move it to the left side at the top.
Duplicate and mirror. Paste a heart frame as a
new layer. Using your magic wand, click inside
the frame. Selections>modify>expand8.
Paste a new paper of choice.
Drag paper layer under frame. Add one of the
sparkle rain elements under the frame.
Colorize it to 0,0 also. Dropshadow.
Erase any parts hanging over the sides.
Now simply add some flowers,
butterflies, ribbons and a bow, pasting them all
as new layers all around your frame.
I colorized a few to match. Dropshadow as you go.
Add a rose and rotate to the left 90%.
Make it a little bigger and dropshadow. Place it at
the bottom of your tag, and using your
deformation tool, slant it a little.
Duplicate it and Image>Mirror.

Add your tube of choice and dropshadow.
See mine above or make it your own!
As always mine is just a guide. Now X out
the bottom layer and your mask layer. Merge visable
the remaining layers. Un X the hidden layers. Position
all layers nicely. Image Resize 80-90% Bicubic
resample all layers checked.

Hint: You can X out the bottom white layer
before saving to have a transparent bkg for forums..
