This is a quickie! :)
You must have a working knowledge of PSP.
I am using the beautuful artwork of Suzanne Woolcott.
1 Image & 1 standing tube of choice & Font of choice.
I used NautaGal, a pay font I can not share.

& Mask of choice for your background.

Ready, Set, Let's Go!
Open your supplies and minimize for now.
Open a new canvas 700x700, you may resize/crop later.
Floodfill white. Resize and paste a paper of choice
of choice from the kit, apply your mask of choice,
and on your layers pallette merge mask group.
Resize the frame and paste as new layer above
your masked layer moving it a little to the top
right of your canvas. Grab your Magic wand and
click inside the frame. Selections>modify>expand10.
Add your image or tube of choice. Selections>none.
Drag your image below the frame layer, and dropshadow frame.
Resize the line of stars and paste as a new
layer so it appears to be hanging from the frame,
see mine above. Droppshadow stars.
Resize the 3 stiches, and with your freehand
selection tool, outline one at a time, copy and paste
as a new layer rotating them a little with your
deform tool and place them around the frame layer,
see mine for placement. Dropshadow.
Now add your second tube of choice and place
to the right of the frame, dropshadow.
Arrange all your layers to your liking. X out the
white background layer and merge visable.
Un X background. Position your merdged layer nicely.
Image Resize 80-90% if needed, Bicubic resample all layers checked.

Add your Artist © and your Name and BAM!! You Are Done!
